The Board of Public Works and Safety shall make and enforce those rules and regulations as it may deem necessary for the safe, economical, and efficient management and operation of the city's sewage works, including sewer system and treatment plant, for the construction and use of sewers and connections to the sewer system, and for the regulation, collection, rebating and refunding of rates and charges.
