Any person, firm, or other legal entity violating any provision of § 51.12 shall be subject to a municipal fine in the sum of $100 for the first violation, and $250 for each subsequent violation occurring in the same calendar year. In addition thereto, such violator shall be liable to the city for the cost of labor, equipment, and disposal charges incurred for the removal of any material disposed at any such site in violation of this section or the rules promulgated in the administration hereof by the Board of Public Works and Safety, together with costs of collection and reasonable attorney fees.
