(A) The city, acting through its Street Department, may from time to time permit the disposal of residential tree limbs and residential yard waste at one or more municipally owned or controlled sites designated by it. Such disposal shall be restricted to use by residents within the corporate limits of the city, for residential use only and shall not be available for use by commercial tree trimmers, landscapers, or other commercial service providers.
(B) The Board of Public Works and Safety shall, from time to time, establish and post rules governing tree limb and yard waste disposal on such municipally owned or controlled sites. Any disposal in violation of such posted rules shall constitute an ordinance violation subject to the penalties hereinafter provided.
