(A) Every occupant of a dwelling or dwelling unit shall dispose of all rubbish in a clean and sanitary manner by placing it in a container required by Chapter 51.
(B) Every occupant of a dwelling or dwelling unit shall dispose of all his garbage and any organic matter which might provide food for rodents, in a clean and sanitary manner, by placing it in garbage containers or disposal facilities required by Chapter 51.
