(A) Upon the basis of an engineering and traffic investigation, maximum speed limits are hereby determined and declared reasonable and safe on the streets or roads or parts thereof as hereinafter provided, and as from time to time amended by duly adopted resolution of the Town Council, when signs are erected giving notice thereof.
