(A) It shall be unlawful for the driver of any vehicle, when passing premises on which school buildings are located and which are used for school purposes, between the hours of 8:00 a.m. and 4:00 p.m. on days in which school is in session to drive a vehicle at a rate of speed in excess of 20 mph past the premises.
(B) On Central Street the speed limit shall apply between the 700 block and the 1000 block, between the posted school zone speed limit signs. Drivers shall stop at all stop signs located at or near school premises, and it shall be unlawful for the driver to make a U-turn at any intersection where the stop signs are located at, or near, the school premises.
