The procedures and deliberations of all City boards, commissions, and/or committees, except as otherwise provided by the Charter, the Codified Ordinances, an ordinance or resolution of Council, or action by such board, commission, or committee to adopt its own rules, shall be governed and controlled by the provisions of the most current revised edition of Robert's Rules of Order. In the event of any conflict between any provision of the foregoing laws or rules, the order of precedence shall be: (a) the Charter: (b) the Codified Ordinances: (c) an ordinance or resolution of Council; (d) a board, commission, or committee's adopted rules; and (e) the applicable version of the Robert's Rules of Order.
