296.03 ATTENDANCE, REFERRAL TO COUNCIL, AND AUTOMATIC SUSPENSION FROM OFFICE.
   (a)   All members of City boards, commissions, or committees shall maintain a positive attendance record, meaning attendance at 75% or more of all meetings during the immediately preceding twelve (12) months. If any member of a City board, commission, or committee established by the Charter or the ordinances of the City of Hudson fails to maintain such a record or misses three (3) consecutive meetings or more without justifiable excuse, he or she shall be disqualified from office and automatically referred to City Council for review and discussion.
   (b)   If any member of any board, commission or committee established by the Charter or the ordinances of City of Hudson ceases to be a bona fide Resident of the City of Hudson at any time, he or she shall be disqualified from office and automatically referred to City Council for review and discussion.
   (c)   Upon referral to City Council of any member of a City board, commission, or committee under this section, the City Manager or his or her designee shall report the reasons for the referral and City Council may consider and:
      (1)   Excuse the absences and reinstate the individual to his or her office;
      (2)   Find that the individual has remained a resident throughout the relevant time period and reinstate the individual to his or her office; or
      (3)   Adopt a resolution with charges for removal as provided in Section 10.01 of the Charter.
   (d)   Upon referral to City Council under this section, the individual shall be automatically suspended from his or her office on any City board, commission, or committee and may not participate in such board, commission or committee business, including meetings, until City Council acts to restore him or her to such office. During an individual's suspension under this Chapter, his or her seat shall not count for purposes of determining quorum.
