At the first meeting of the Commission occurring each calendar year, the Commission shall elect a Chairperson, Vice Chairperson, and Secretary. The Chairperson shall preside at meetings of the Commission. When the Chairperson is absent, the Vice Chairperson shall perform the duties of the Chairperson. A simple majority of the members of the Commission shall be necessary to constitute a quorum and to conduct business at any Commission meeting.
