SECTION 12.02   REFERENDUM.
   The electors of this Municipality shall have the power to approve or reject at the polls any ordinance or resolution enacted by Council that is eligible for referendum under the laws of the State of Ohio. Except as provided in this section, the procedures by which the electors of this Municipality shall have the power to approve or reject at the polls any ordinance or resolution enacted by Council shall be in accordance with the provisions of the Constitution and laws of the State of Ohio now or hereafter in effect.
   When a referendum petition has been determined sufficient by the Finance Director and, prior to the Finance Director's certification to the Board of Elections for submission of such ordinance or resolution to the electors of this Municipality, the Finance Director shall forthwith submit such referendum petition to Council and the Council shall have thirty (30) days to reconsider the referred ordinance or resolution by voting its repeal. If Council fails to repeal the referred ordinance or resolution within thirty (30) days after it receives the referred ordinance or resolution from the Finance Director, the Finance Director shall submit the ordinance or resolution to the Board of Elections.
