Public cemeteries within the Municipality or owned by the Municipality shall be operated and maintained by the Municipality.  Council shall provide for a Cemetery Board which shall advise the Municipality on cemetery matters. The Board shall consist of five (5) to seven (7) qualified electors of the Municipality to serve without compensation.  Each member shall have been a resident of the Municipality or territory annexed thereto for a period of two (2) years preceding the appointment and shall continue to remain a resident during the member's term.  Members shall serve no more than three (3) consecutive full four (4) year terms.  In the event of a vacancy, Council may appoint a new member to complete the unexpired term; provided that there will always be a minimum of five (5) members on the Board.  Meetings shall be open to the public except as may be provided by State law.
