Public cemeteries within the Municipality or owned by the Municipality shall be operated and maintained by the Municipality. Council shall provide for a Cemetery Board which shall advise the Municipality on cemetery matters. The Board shall consist of five (5) or seven (7) qualified electors of the Municipality appointed by Council and not holding other public office, to serve without compensation for staggered four (4)-year terms. Each member shall have been a resident of the Municipality or territory annexed thereto for two (2) years preceding appointment and shall continue to remain a resident during the member's term. In the event of a vacancy Council shall appoint a qualified elector to fill the unexpired term. No members shall serve more than three (3) consecutive full four (4) year terms.
