The Chief of Police, the Chief of the Hudson Fire Department or any member of the Police Department may provide for the removal of any vehicle found to be in violation of Section 1630.04 to such garage or other place as any of such persons deems proper. Any costs incurred in such removal and storage shall be paid for by the registered owner of such vehicle and such costs shall be in addition to any fines or penalties which may be imposed on the owner or operator of such vehicle.
