Nothing under this chapter shall bar the rights of a buyer or transferee to recover by civil suit from either the previous owner (seller or transferor), real estate agent or escrow agent the amount for water, sanitary sewer, storm water utility or electric service supplied to the previous owner of the premises and paid by the buyer or transferee hereunder.
