1052.01 PROPERTY SELLER TO SUPPLY STATEMENT OF STATUS OF WATER, SANITARY SEWER, STORM WATER UTILITY OR ELECTRIC BILL.
   No person, agent, fire or corporation shall sell or transfer by deed, land contract or otherwise any premises within the City which is supplied with City water, sanitary sewer, storm water utility or electric services without furnishing the buyer or transferee prior to such sale or transfer, a statement from the Department of Utilities setting forth the current status of the water, sanitary sewer, storm water utility or electric account of the premises, and when an escrow account has been established, depositing in escrow prior to delivery of possession or transfer of title a statement from the buyer or transferee acknowledging the receipt of this document and accepting responsibility for all future water, sanitary sewer, storm water utility or electric bills in accordance with these Codified Ordinances. Upon the title transfer, the buyer or transferee will be responsible for the payment of the delinquent amount owed for the water, sanitary sewer, storm water utility or electric account of the premises and the City shall have the right to place a lien on the premises for the delinquent amount of the water, sanitary sewer, storm water utility or electric account.
