It is hereby determined and declared that from and after May 1, 1980, it is the official policy of the City that all governmental units, including, but not limited to, the State, the County and Hudson Township, and all nonprofit institutions and organizations, shall be charged, at the prevailing rates, for all utility services rendered to them by the City, including water service, waste water service and electricity.
