The owner of a property shall, at the first time such property is connected to the Municipal water system or at the time water usage at the property is expanded to increase the daily demand on the City's distribution system, pay to the City Water Resources Department a fee as provided in Section 1043.03. Any existing structure that taps into the City's distribution system and does not increase daily demand shall not be charged a water system investment fee as provided in Section 1043.03.
