(a) General Water Use Rates. The following schedule of water use rates and charges applies to all customers using metered water:

(4) Starting with the billing cycle due on January 10, 2028, each of the charges in this Section 1040.01(a) shall increase by 2% annually over the immediately preceding year's charge for that particular fee.
(5) A late payment fee of 1.5 % per month on unpaid water bills shall apply.
(b) Private Fire Suppression Devices. The following rates apply to all customers using the waterworks for private fire suppression devices. These rates apply to availability of service for private suppression devices only and include no allowance for water use.
(1) Automatic sprinkler systems or hose connected to pipe: five dollars ($5.00) per month.
(2) Private hydrants. For the use of private hydrants furnished and installed by the owner and used only for the extinguishing of fires: five dollars ($5.00) per month per hydrant.
(c) Availability Charge for General Standby Capacity. All property owners not connected to the water system whose improvements are within 600 feet from a hydrant which is part of the Water Resources Department water system shall pay an availability charge for general standby capacity of three dollars and fifty cents ($3.50) per month.
(d) Estimated Usage. In a case in which a meter stops or fails to register the quantity of water used, the monthly usage shall be estimated as the average monthly amount which was recorded when the meter was in operation.
(e) Billing Due Date; Interest. Water service charges are due and payable monthly by the tenth day of the month following billing at such office or offices as the City Manager may designate.
Failure to pay water service charge bills within 30 days of the due date of the bill shall result in the adding of 1.5% interest per month on water service charges bills then unpaid, may result in the initiation of the utility shut-off procedure in accordance with Chapter 1050, and may result in the filing of a lien on the property at which delinquent service charges were incurred in the aggregate amount of any unpaid utility service charges plus accrued interest and penalty fees.
