870.12 INSPECTION BY CHIEF OF POLICE.
   The Chief of Police of the Municipality shall have the authority to inspect the taxicab of any licensee upon his own volition or upon complaint to ascertain whether or not the vehicle is roadworthy and safe for operation as a taxicab.
