No person shall conduct a public sale or a garage sale before 8:00 a.m. on any day or after 9:00 p.m. on any day, or sell any household furniture, furnishings, equipment, goods or personal effects not belonging to the person or persons conducting the sale and that were brought into the residence or onto the property for the sole purpose of selling the same at such sale.
