(a) No person, not an authorized agent, employee or officer of the Municipality, shall open, close or interfere with any fire hydrant, valve, regulator, gate, curb cock or any other appurtenance of a water main, service pipe or other pipe or apparatus, used or intended for conducting water, or tap, open or make any unauthorized connection with any such water main or pipe. However, nothing herein contained shall apply to anything done by or under the authority of the Fire Department.

(b) Whoever violates this section is guilty of a misdemeanor of the fourth degree.
