The City Manager, acting as the Director of Public Safety, may prohibit the parking of vehicles of every type when in his opinion, a civic event, military funeral or other procession of such size and nature as to require the removal of vehicles from the streets in the path of the procession, event or military funeral. Notice shall be posted and an order shall be issued prohibiting the parking for the reasons herein stated at least three hours before the "no parking rule" goes into effect. No person shall violate or fail to comply with this order.
