(a) The Park Board shall consist of five (5) or seven (7) qualified electors of the Municipality appointed by Council and not holding other public office. Each member shall have been a resident of the Municipality or territory annexed thereto for two (2) years preceding appointment and shall continue to remain a resident during the member’s term. Members shall serve without compensation for staggered terms of four (4) years. No member shall serve more than three (3) full consecutive four (4)-year terms. In the event of a vacancy, Council shall appoint a qualified elector to fill the unexpired term. Meetings shall be open to the public, except as may be provided by State law.
(b) The Park Board shall elect one of its members as Chair for a period of two years, who may be re-elected for one additional term as Chair.
