A Personnel Advisory and Appeals Board is hereby established in and for the City pursuant to Section 11.01
of the Charter. The Board shall consist of three (3) qualified electors of the City, appoint by Council with the advice of the City Manager and not holding other public or municipal office, to serve without compensation for staggered six (6)-year terms. No member shall serve more than two (2), consecutive full six (6)-year terms, including the first appointments made hereunder. Meetings of the Personnel Advisory and Appeals Board shall be open to the public except as may be provided by State law.
