(a)   There is hereby established in and for the City a Tree Commission, which shall consist of five electors of the city who shall be appointed by Council, provided that the initial appointments shall consist of the members of the former Hudson Township Tree Commission.
   (b)   The term of the five persons to be appointed shall be four years, except that in order to begin a system of staggered terms, one such member shall be appointed for one year, one for two years, one for three years, one for four years and one for five years.  In the event that a vacancy shall occur during the term of any member, his or her successor shall be appointed for the unexpired portion of the term.  No member of the Commission may serve more than three consecutive full terms.  The Chair of the Commission shall be elected annually by a majority vote of all members of the Commission.
   (c)   Members of the Commission shall serve without compensation.
   (d)   The Commission, upon request of Council or the City Manager or groups such as the Planning Commission and the Architectural and Historic Board of Review, shall consider, investigate, make findings and recommend on any matter concerning trees.  Further, the Commission will develop a plan to educate the community regarding care of the urban forest of the City.
