276.01 ESTABLISHMENT; MEMBERSHIP; TERMS; VACANCIES; COMPENSATION; DUTIES.
   (a)   There is hereby established in and for the City a Tree Commission, which shall consist of five (5) or seven (7) qualified electors of the city who shall be appointed by Council and not holding other public office, to serve without compensation for staggered four (4)-year terms, provided that the initial appointments shall consist of the members of the former Hudson Township Tree Commission.
   (b)   In the event that a vacancy shall occur during the term of any member, Council shall appoint a qualified elector to fill the unexpired term. No member of the Commission may serve more than three (3) consecutive full four (4)-year terms. The Chair of the Commission shall be elected annually by a majority vote of all members of the Commission.
   (c)   Meetings shall be open to the public, except as may be provided by State law.
   (d)   The Commission, upon request of Council or the City Manager or groups such as the Planning Commission and the Architectural and Historic Board of Review, shall consider, investigate, make findings and recommend on any matter concerning trees. Further, the Commission will develop a plan to educate the community regarding care of the urban forest of the City.
