The Manager is hereby authorized and directed to establish an hourly rate to be charged by the Municipality for the services of the Director of Public Works as an inspector for various construction projects and the like to developers, contractors, etc. Such rate shall include, but not be limited to, a calculation of the computed hourly compensation of the Director plus fringe benefits of the Municipality which accrue to him, and such other expenses that the Municipality incurs, such as transportation, and that accrue to the position.
