240.02 SPECIAL POLICE DUTY.
   The Chief of Police and/or his designee are hereby authorized to enter into agreements with public or private organizations to assign police officers to special police duty with such organizations where, in the opinion of the Chief of Police, such duty serves the purpose of public safety, traffic control and public welfare. Such agreements shall abide by the following provisions:
   (a)   Said special police duty does not interfere with the officer's regular assigned schedule.
   (b)   Such officers are accountable to the Police Department's authority, Rules and Regulations, and Policies and Procedures, as well as those specific to the detail in question as long as none are in conflict with the aforementioned.
   (c)   Said duty shall be worked in the Police Department uniform of the day, unless otherwise authorized by the Chief of Police.
   (d)   Such duty shall be limited to the boundaries of the City, except for emergencies, natural disasters or other special circumstances so approved by the City Manager.
   (e)   The City shall agree to furnish officers only to the extent of availability and non-interference with regular police or departmental duties or assignments.
   (f)   Payment for services rendered by police officers for special police duty will be made directly to the officer by the outside employer.
   (g)   Police Department officers shall be compensated for their services in an amount to be set annually by the Chief of Police, with the concurrence of the majority of the sworn police officers.
   (h)   Such agreement may be subject to cancellation by either party for any reason within forty-eight hours of the start of the agreed upon assignment.
