The Manager shall be the head of the Police Department and shall, in addition to the powers and duties set forth in Section 5.02 and 8.02 of the Charter, have all those powers, duties and responsibilities given to Directors of Public Safety in the Ohio Revised Code, when the same are not in conflict with any provision of the Charter or other ordinance of Council.
