(a) Form of Introduction. Ordinances and resolutions will be introduced in Council only in printed or written form.
(b) Immediately Effective Legislation. Ordinances and resolutions will go into immediate effect if they provide for appropriations for current expenses of the Municipality, street and utility improvements petitioned for by the owners of a majority of the feet front on the property benefitted and to be especially assessed for the cost thereof, or emergency ordinances or measures necessary for the immediate preservation of the public peace, health or safety in the Municipality.
(c) Amendment and Referral. It shall be in order to amend an ordinance or resolution, or to refer the same to a committee, at any time.
