When it is determined by the officer having management or supervision of personal property having an estimated value of less than three thousand dollars ($3,000) that such property is no longer needed by his or her department, the officer shall contact other departments of the City to determine whether there is a need for such personal property in such other departments. When it is determined that such personal property is needed by another department, the items shall be officially transferred. A written report of such transfer shall be kept by both departments in order to keep inventory records current and correct.
