In lieu of publication in a newspaper of general circulation in the City, the Clerk of Council may also publish all ordinances and resolutions and any statements, orders, proclamations, notices or reports required by law to be published, by posting copies thereof for fifteen days in the following public places:
(a) The City Building;
(b) The Hubbard Public Library;
(c) The Dollar Savings and Trust Company, Hubbard Office;
(d) Devine's Market; and
(e) Patton's Market.
The place of posting shall be in a conspicuous place in such buildings and shall be readily accessible to all members of the public at reasonable hours.
