1341.03 BUILDING PERMIT ISSUANCE TO CERTAIN DEVELOPERS PROHIBITED.

A building permit shall not be issued to a developer who has not complied with existing requirements for street construction, sewer construction and any other requirements for a new development, or to a developer who has not posted a satisfactory bond contingent upon such work being performed.
