Upon the failure or refusal of the permittee under Section 905.01 to satisfactorily refill the excavation, restore the surface and remove all excess materials within the time specified in the permit or, if no time is specified, within a reasonable time, the City may proceed, without notice, to perform such work and the cost thereof shall be deducted from the deposit required by Section 905.02. If such cost exceeds the amount of such deposit, the proper officer ofthe City shall proceed to collect the remainder due from such permittee, and no permit shall be subsequently granted to such permittee until such amounts are paid.
