§ 70.34 UNREASONABLE ACCELERATION, UNREASONABLE BRAKING AND UNREASONABLE FAST TURNING.
   (A)   Nuisance. Any unreasonable acceleration, unreasonable braking or unreasonably fast turning of any motor vehicle on any street, road, public or private parking lot, public or private driveway, or any other public or private right-of-way within the city is hereby declared to be a public nuisance and is prohibited.
   (B)   Definitions. For the purpose of this section, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
      UNREASONABLE ACCELERATION OF A MOTOR VEHICLE. An acceleration which spins a tire or tires resulting in the breaking of traction between a tire or tires and the street surface, and accomplished in a manner as to cause squealing or screeching sounds by the tires or the throwing of sand or gravel by the tires of the vehicle or both. Prima facie evidence of unreasonable acceleration shall be squealing or screeching sounds emitted by the tires, or the throwing of sand or gravel by the tires, or both.
      UNREASONABLE BRAKING OF A MOTOR VEHICLE. Braking or stopping a motor vehicle in a short distance in a manner as to cause the breaking of traction between tire or tires and the street surface, and accomplished in a manner as to cause squealing or screeching sounds by the tires or the throwing of sand or gravel by the tires, or to cause the rear end of the motor vehicle to swerve or fishtail, or any or all of the above. Prima facie evidence of unreasonable braking shall be squealing or screeching sounds emitted by the tires, throwing of sand or gravel by the tires, or causing the rear end of the motor vehicle to swerve or fishtail, or any or all of the above.
      UNREASONABLY FAST TURNING. Turning a motor vehicle at a speed or at an angle which results in the breaking of traction between a tire or tires and the street surface, and accomplished in a manner as to cause a loss of control of the vehicle, the swerving or fishtailing of the vehicle, squealing or screeching sounds by the tires, throwing of sand or gravel by the tires of the vehicle, or any or all of the above. Prima facie evidence of unreasonably fast turning shall be swerving or fishtailing of the vehicle, squealing or screeching sounds emitted by the tires, the throwing of sand or gravel by the tires, or any or all of the above.
   (C)   Exception. Any action taken to avoid an accident, or in the course of an emergency situation, which necessitates rapid acceleration, braking or turning of a motor vehicle, shall not be construed to be a violation of this section.
