§ 93.10 RULES AND REGULATIONS.
   (A)   Markers; foundations. Markers placed in the cemetery shall be level with the ground and shall be of bronze, granite, marble or taconite, except that all veterans markers furnished by the Veterans Administration shall be granite, and no vertical joints therein will be permitted. All foundations for markers must be of sufficient depth and stability to support the proposed structure; and to this end no structure may be erected until the foundation therefor has been approved by the caretaker of the cemetery (or, when any marker or other structure to be erected in the cemetery required, in the opinion of the caretaker, foundations to support it properly, the foundation shall be installed by employees of the caretaker of the cemetery at a proper depth and strength to support the proposed structure).
   (B)   Cemetery layout development. The initial phase of the cemetery is divided into Block, with Block 5 and 6 designated for Catholic burials; Block 1 and 2 designated for Protestant burials; and Block 9 designated for United States war veterans burials. Each Block is divided into a variable number of lots containing four graves in each lot. The sale of lots or graves in the above Blocks shall be in accordance with and limited by the cemetery development plan approved by the City Council. Landscaping cultivation of trees, shrubs and plants, of individual lots or graves not in accordance with the cemetery development plan, shall be prohibited. The caretaker of the cemetery shall have the right to enter upon any lot and cut down or remove any tree, shrub or plant not in accordance with the cemetery development plan; and he or she shall also be authorized to enter upon any lot to make any improvement deemed for the advantage of the grounds. Lot owners shall not change the grade of any lot nor interfere in any way with the general plan of the cemetery. No fences shall be permitted within the cemetery. Decorating of individual graves shall be confined to decorations of a temporary nature.
   (C)   General.
      (1)   No person shall discharge any firearm or have possession of any firearm within the cemetery grounds, except in case of military funerals or special memorials, without the written permission of the caretaker.
      (2)   No grave shall be opened except by order of the husband, wife, father, mother, son or daughter of the deceased, and then only for good cause, and the City Council reserves the right to refuse any request. This provision does not apply when disinterment is ordered by a duly authorized public official.
      (3)   No person shall remove any object from any place in the cemetery or make any excavation without the consent of the caretaker.
      (4)   All rubbish, unsightly material or debris accumulating from any work or any cause, must be removed at once by the person or persons causing its accumulation, and the grounds restored to their original condition.
      (5)   No person shall obstruct any drive or path in the cemetery or in any way injures deface or destroy any stone structure grave, flower, shrub, vine or any other thing in the cemetery.
      (6)   If any object or structure, or any part of any structure within the cemetery shall be deemed to be objectionable or to have become objectionable or unsightly, the caretaker shall have the right to remove the same.
      (7)   No person shall drive any vehicle faster than ten mph within the cemetery; nor drive over any path or roadway prohibited by the caretaker.
      (8)   No person shall disturb the quiet of the cemetery by noise of any kind or by improper conduct.
      (9)   No person shall enter or leave the cemetery except at the gates thereof.
      (10)   No child shall be permitted within the cemetery unless accompanied by an adult.
      (11)   No dogs shall be allowed in the cemetery.
      (12)   No person shall loiter in or on the walks, drives or on any lot in the cemetery, and any person found within the cemetery, who fails to give a good and sufficient reason for his or her presence there, shall be guilty of misdemeanor.
