The City Council may from time to time appoint those persons as may be necessary to assist the police officers of the city and the Animal Control Officer in the enforcement of this chapter. The person shall have police powers insofar as is necessary to enforce this chapter, and no person shall interfere with, hinder or molest them in the exercise of the powers.
