Council hereby determines that it is necessary for the best interests of the City to halt a decline in property values, to increase property tax valuation, to eliminate the cause of the decline in property values and to promote growth within the Tax Increment Finance District by establishing the Tax Increment Finance Authority pursuant to Act 450, Public Acts of Michigan, 1980.
