The purpose of this chapter is to help protect the health, safety and welfare of the citizens by preventing blight, protecting property values, preserving the Historic District, and preserving the integrity of neighborhoods by avoiding the creation of nuisances and nuisance properties, thus ensuring the safe and sanitary maintenance of dwellings, commercial and industrial buildings and the properties on which they exist. The registry will provide up to date emergency contact information for every vacant structure, building conditions, usage and locations for use by first responders and the Building Inspector to maintain an open line of communication between the city and the property owners.
