The City Council may, upon notice of hearing, revoke any cemetery contractor’s license upon finding that the holder of such license willfully violated any statute, ordinance, rule or regulation pertaining to such license or has aided or abetted any unlicensed person in performing work which requires a cemetery contractor’s license or has demonstrated an inability or unfitness to perform the work for which he has been licensed.
