7-1-15: PRIORITY IN EVENT OF SHORTAGE:
In the event of any shortage of water supplied by the city such that it is not possible to provide water to all users thereof, upon a finding by the city council that such shortage exists, the mayor shall declare an emergency to exist. Upon declaring such emergency to exist, the mayor, in his discretion, shall ration and prioritize the use of water as he may deem necessary to supply as many water users as possible. In any such event, the mayor shall first ration and prioritize the use of water outside of the corporate limits of the city, and if such rationing and prioritization of water use so require, the mayor shall first discontinue water service to those users outside the corporate limits of the city before discontinuing water service to users within the corporate limits of the city.
