No water shall be turned on for service in premises in which the plumbing does not comply with the ordinances of the city; provided, that water may be turned on for construction work in an unfinished building, subject to the provisions of this chapter. All repairs for service to the pipes and plumbing systems of buildings shall be made by and at the expense of the owners of the premises served. The city may, in case of an emergency, repair any service pipes, and if this is done, the cost of such repair work shall be repaid to the city by the owner of the premises served.
