6-1-1: FIRE HYDRANT CONDITIONS, FREE ACCESS:
   A.   Articles Around Hydrant:
      1.   Prohibited: No person shall place or cause to be placed upon or about any fire hydrant any paint, rubbish, building material, fence or other obstruction of any character; hitch or cause to be hitched to any fire hydrant any animal; fasten on any fire hydrant any guy rope or brace, except as stated in subsection B3 of this section.
      2.   Separate Offense: A separate offense shall be deemed committed on each day during or on which a violation of this subsection occurs or continues.
   B.   Articles Within Fifteen Feet:
      1.   Prohibited: No person shall place any personal property, building material, rubbish, leaves or grass clippings, vehicle, animal or object within fifteen feet (15') of a fire hydrant facing the street or the parallel sides, except as stated in subsection B3 of this section.
      2.   Separate Offense: A separate offense shall be deemed committed on each day during or on which a violation of this subsection occurs or continues.
      3.   Exception: Notwithstanding the provisions of subsections B1 and B2 of this section, vehicles may be parked momentarily within fifteen feet (15') of a fire hydrant to pick up or discharge a passenger or passengers.
   C.   Notice To Remove: Any object in violation of subsections A and B of this section shall, within one week of receipt of a written notice from the fire department, be removed by the owner of said object to a distance of at least fifteen feet (15') from the hydrant. The provisions of this section shall be operative with regard to objects found standing in violation of subsections A and B of this section on the effective date hereof.
   D.   Failure To Comply; Removal By Fire Department: In the event that the fire department provides written notice as described in subsection C of this section ordering the removal of any object or objects and the owner of the applicable object(s) fails to comply with said notice and duty of removal, the fire department shall, at the owner's expense, be authorized to prevent, remove, or abate such condition.
   E.   Violation; Penalty: Any violation of the provisions of this section shall constitute a misdemeanor and shall be subject to penalty as provided in section 1-4-1 of this code.
   F.   Authority Of Fire Department: None of the procedures or provisions of this section shall limit the authority of the fire department and its agents to immediately remove obstructions on or about any fire hydrant as necessitated by an emergency or immediate public need.
