It is the affirmative obligation of the owner of every sign within the City to maintain the sign in a good state of repair at all times. Non-conforming signs may be repaired and maintained provided the repairs are for the purpose of maintaining the sign in its original condition, do not increase the degree of nonconformity in the sign, and are in accordance with this Title.
