No person shall erect, alter, or relocate any permanent or temporary sign greater than four square feet in sign area within the City without first obtaining a Sign Permit from the City, unless the sign is exempt under Section 9-12-7 of this Title. Any person who hangs, posts, or installs a sign which requires a permit under this chapter and who fails to obtain a permit before installing the sign, shall be in violation of this chapter.
