A. By Owner Or Occupant: The owner(s) or occupant(s) of any lot, yard, or premises or parcel of property within the corporate limits of the city, upon which refuse has accumulated or is present, shall jointly and severally abate said nuisance by the prompt removal of said personalty from the property.
B. Exceptions: This section shall not apply to any property or premises where junk or junked vehicles are placed into completely enclosed buildings used for storage purposes or where such property upon which junk or junked vehicles are placed is enclosed by a fence at least seven feet (7') in height and of such material that such fence shall prevent persons outside the premises from seeing the objects stored on the premises through the fence.
