There are excepted from the provisions of this chapter traveling salesmen doing business as representatives of established firms or corporations and selling wholesale to established businesses within the corporate limits of the city, and persons soliciting for sale of newspapers, religious tracts and agricultural or farm products, others exempt from the provisions hereof are local civic and youth organizations.
