No "children's institution", as defined in Idaho Code section 39-1202, shall be approved, located, constructed, maintained, or operated within the city unless such facility fully complies with the requirements imposed by Idaho Code title 39, chapter 12, including proper registration, authorization, and compliance with all disclosure reports and other filings. In addition, a copy of all such registrations, authorizations, reports, and filings shall be provided to the city clerk within thirty (30) days of filing the same with the state of Idaho.
