§ 70.03 ESTABLISHMENT OF ZONES, MARKINGS, LIGHTS AND SIGNS.
   (A)   The Mayor or person designated by him or her, pursuant to needs for traffic control and finding that public safety and convenience will best be served thereby, is authorized to establish loading zones, safety zones, lane markings, one-way streets, signal lights, stop signs and requirements to stop, traffic calming devices, turn signs and requirements, parking meter zones, pedestrian crosswalks and other traffic regulations within the city limits. The establishment and regulation concerning same shall be subject to approval of the City Council by ordinance or municipal order when required by the Kentucky Revised Statutes, Kentucky Administrative Regulations, or any other law. There shall be maintained by the city on the streets or portions of streets affected thereby signs clearly designating and giving notice thereof by the clear marking and designation of lanes and curbs affected thereby such as to clearly inform the public of the regulations, restrictions and designations.
   (B)   There are established and made effective all such loading zones, no parking zones, safety zones, lane markings, one-way streets, signal lights, stop signs and requirements to stop, turn signs and requirements, parking meter zones, pedestrian crosswalks and other traffic regulations that have heretofore been ordered designated and are in existence in the city, where the same are clearly shown and maintained by signs giving notice thereof and by clear and plain markings of all lanes and curbs affected thereby.
   (C)   There are established and made effective free parking zones. The zones are established only where clearly marked and shall be used only by persons engaged in trade or commerce with public or private enterprises for which the free parking spaces are designed to serve. It shall be unlawful for any person that is in any manner or form employed or that serves as a volunteer at a public or private enterprise, for which a free parking space is designed to serve, to use a free parking zone during regular business hours.
   (D)   It shall be unlawful for any vehicle to use more than one parking space unless the dimensions of the vehicle require more than one parking space.
   (E)   It shall be unlawful for any vehicle to park against the right-of-way.
