It shall be the sole responsibility of City Council to provide pay steps within the pay grades sufficient to provide for continued recruitment and retention of qualified personnel to carry out the goals and objectives established by the Mayor, City Council and local, state and federal laws. This will be approved by City Council as outlined in § 30.17 herein.
