Beginning with the FY 14-15 budget, City Council shall annually approve, by ordinance, the upcoming fiscal year’s total budgeted payroll per department for full time and part time (e.g., part time, seasonal, contract, temporary) positions. Any newly created positions created thereafter shall require approval of City Council, by ordinance, through a budget amendment.
