(A) As per the provisions of KRS 226.040, every pawnbroker shall keep a register of all loans and purchases of all articles effected or made by him and shall at all times be open to inspection of any officer of the Hopkinsville Police Department when in the discharge of the officer’s official duties.
(B) In addition to the register required by this section and KRS 226.040, every pawnbroker shall maintain an account with the Hopkinsville Police Department and make daily reports in an electronic database registry designated by the Police Chief and enter a record of all loans and purchases of all property effected or made by the pawnbroker. In the event a pawnbroker becomes unable to enter loans or purchases in the Hopkinsville Police Department’s pawn entry database because of computer or other technical problems, the pawnbroker shall bring the register of sales, purchases and loans to the Hopkinsville Police Department daily until the ability to enter all loans and purchases is restored.
(C) As to any loan, the pawnbroker shall legibly enter into the database the following information:
(1) The date of each loan;
(2) The name, address, date of birth, race, sex, and operator license or state photo identification number of each borrower;
(3) If the person providing the property to be pawned is not the borrower, the name, address, date of birth, race, sex and operator license or state photo identification number of such person; and
(4) A detailed description of the property being pawned including any make or model and serial number.
(D) As to the purchase of any property by the pawnbroker, the pawnbroker shall legibly enter into the database the following information:
(1) The date of the purchase;
(2) The name, address, date of birth, race, sex, and operator license or state photo identification number of the seller; and
(3) A detailed description of the property purchased including any make or model and serial number.
(E) Prior to any loan or purchase, the pawnbroker shall require from the borrower and any person providing property to be pawned or purchased sufficient identification identifying the borrower or such other person with a photograph of the borrower or such other person on such identification.
